Abstract

This study aimed to analyze the implementation of integral-interconnective leadership in strengthening the management of effective and impactful learning strategies at the study-program level. A descriptive qualitative approach was employed with 13 heads of study programs as the main informants. Data were collected through semi-structured interviews, open-ended questionnaires, and document analysis covering academic planning documents, semester learning plans, learning evaluation reports, meeting minutes, and quality-assurance records. Data trustworthiness was strengthened through source and technique triangulation, while analysis followed an interactive process of data condensation, data display, and conclusion drawing and verification. The findings reveal six key dimensions of integral-interconnective leadership: integration of vision and values, learning leadership, cross-actor collaboration, data-based supervision and evaluation, adaptive-digital leadership, and learning-impact orientation. Effective implementation operates through a cycle of needs diagnosis, program alignment, strategy design, collaborative implementation, supervision and feedback, and impact evaluation. The findings indicate that strengthening learning management requires strong connections among leadership decisions, pedagogical practices, lecturer development, technology use, and evidence of learning outcomes. The proposed framework provides a managerial basis for developing learning that is more coherent, adaptive, measurable, and impact-oriented.
